Pay.UK welcomes the Government’s Fraud Strategy

We welcome the Government’s Fraud Strategy published today, and we share its commitment to tackle fraud with international co-operation at its heart.

Pay.UK runs the UK’s interbank retail payments infrastructure and operates the Authorised Push Payment (APP) Reimbursement regime introduced in 2024, through which fraud victims are reimbursed. Given our role, we are acutely aware of the impact that banking fraud has on the victims as well as the UK economy.

Reimbursement is a positive development for victims, but the long-term ambition must always be to prevent scams from being successful at all.

Effective public-private collaboration as set out in the Strategy is vital to achieve this effort. We observe every day the work that firms, regulators and system operators do to protect customers. Clear and sustained support from the Government amplifies the positive impact of this work.

We work closely with our participants and industry players such as UK Finance on new and better approaches to tackling fraud. Previously this has included joint consideration of how fraud data can be standardised, a successful proof of concept testing detection tools, and the successful roll-out of Confirmation of Payee across the industry.

We are actively developing new data‑sharing initiatives with Faster Payment System participants to enhance real‑time fraud detection and prevention. We will ensure that this work supports the FCA’s development of guidance for best practices in preventing APP Fraud, and the Home Office’s upcoming Data Strategy.

We will continue to work with the Government, our participants, and the wider industry to implement the new strategy.
