Our Panel

Paul Horlock, CEO, Pay.UK

Before becoming the CEO of Pay.UK, Paul was Director of Payments at the Nationwide Building Society, where he successfully managed their digitally-led payment innovations. Paul also led the formation of the Open Banking Implementation Entity – the body charged by the Competition and Markets Authority to realise the regulatory order for Open Banking in the UK – and he chaired the Payments Strategy Forum’s Design Hub.  Prior to this, Paul spent eight years with Barclays as their Head of Global Payments Processing.

Matthew Hunt, COO, Pay.UK

Matthew joined Pay.UK as COO in April 2018.  Previously, Matthew worked at the Bank of England since 2006, covering a variety of operational and payments leadership roles, Matthew was most recently COO for the Monetary Policy area. In addition during his time at the Bank, Matthew was Head of Customer Banking Division with responsibility for banking, securities and gold custody services provided to the UK Government and other central banks. Matthew has also performed senior management roles, running the RTGS payment system and banknote distribution. Prior to working at the Bank, Matthew was a business manager for UBS Investment Bank and a consultant with Accenture.

Kate Frankish, Director of Standards and Strategy (NPA Product Owner)  at Pay.UK

Kate has worked in financial services for over 20 years. Through a number of diverse roles in Marketing, product development and marketing, technology and payments, the common thread for Kate is the delivery of great customer journeys and solutions. Kate has a very strong focus on innovation, driven by consumer demand and global market movements. Kate actively works with Fintech companies and this has given her further insight into the types of problems that customers experience in a purchase journey and how to go about providing relevant solutions. Kate now leads the Strategy and Standards team in Pay.UK with the purpose of driving innovation in the payments ecosystem and also is the product owner for the NPA Programme. 

Rebecca Clements, Director of Payments at UK Finance

Becky leads a strong team with deep domain knowledge delivering thought leadership on policy working closely with the regulators in the UK and Europe for the good of the membership. She is also a member of SWIFT UK Board as an observer and represents the UK on the European Payments Council Board. Becky has close involvement with the UK Payment System Regulator (PSR) and has sat on the Advisory Panel and the Payment Strategy Forum and chaired the Working Group for Implementation Planning for the New Payments Architecture which was part of the Payment Strategy Forum set up by the PSR. She was also chosen to be part of the Delivery group commissioned by the Bank of England and the PSR for the consolidation of the three Retail Payment schemes representing small and mid-sized financial organisations. Becky was a member of the Bank of England Advisory Board for the replacement of RTGS and has held non-executive Directorship positions for Pay.UK, Faster Payments Scheme, Payments UK and the setup of UK Finance.  

Gregor Dobbie, CEO of Vocalink

With a career spanning more than 17 years in finance technology, Gregor’s expertise is firmly established in the payments sector. From cash and cards to alternative payment solutions, Gregor has always been driven by innovation and the desire to discover the next big thing in payments. He began his career at NCR, before joining De La Rue in 2005. In 2014 Gregor joined Vocalink’s Card Transaction Services business and in 2017 he was appointed to the role of UK Managing Director, where under Gregor’s leadership, the UK business has delivered on its commitments to customers and expanded beyond its core product and services. Gregor now leads Vocalink as CEO.
