David Crawford, Pay.UK Chief Strategy and Transformation Officer, comments on the PSR’s evaluation of APP fraud reimbursement

The Payment Systems Regulator’s (PSR) independent evaluation highlights encouraging evidence that the extensive efforts made across the payments industry to tackle authorised push payment (APP) fraud are contributing to better outcomes for consumers.

While fraud and scams remain a significant challenge, the report suggests that measures introduced across the sector, including the reimbursement requirement, have strengthened consumer protections and incentivised further investment in fraud prevention.

The report not only points to positive progress in the fight against APP fraud but also reinforces the importance of maintaining momentum across the industry. Fraud remains a complex and evolving challenge, and continued collaboration between financial services, technology, telecommunications, government and online platforms will be essential if we are to stay ahead of criminals and build an even safer payments ecosystem for everyone.

As the operator of the Faster Payment System, Pay.UK played a key role in implementing the PSR’s APP reimbursement policy, helping to provide a consistent framework through which industry participants could deliver protections for victims of APP scams.

The findings recognise the considerable investment and commitment made by payment service providers (PSPs) and other partners across the industry in strengthening fraud controls, improving customer protections and supporting victims of scams. Whilst the report suggests that changes introduced over recent years, including reimbursement arrangements and enhanced fraud prevention measures, are contributing to improved outcomes, it also highlights that outcomes remain uneven across the market.

At Pay.UK, we remain proud to support the collective efforts being made across the industry to protect consumers from fraud and scams. We will continue to work closely with the PSR, PSPs and cross-sector partners to strengthen the Faster Payment System’s response to fraud and help deliver a payments ecosystem that is secure, resilient and trusted. Our work with participants on our Enhanced Data Exchange (EDEx) initiative will facilitate secure, timely data-sharing to empower financial institutions to detect and prevent fraudulent payments before they happen.
