Enhanced Data Exchange (EDEx) is the next iteration of our work to significantly reduce fraudulent activity in payments through using additional available data to enhance fraud detection and prevention.
The project builds on the substantial work of our ‘Enhanced Fraud Data’ (‘EFD’) solution in which we identified a standard of data points that, when exchanged, would provide maximum value for detecting and reducing fraud. The standard was tested via two proof-of-concepts led by UK Finance, and demonstrated a significant potential to reduce fraud.
Following extensive engagement with industry, we subsequently identified a new design approach which we believe can mostly effectively deliver benefit to consumers, payment service providers (PSPs), and the wider ecosystem, through EDEx.
How does EDEx work?
An evolution of EFD, EDEx is the exchange of specified data points between PSPs before a payment transaction is made, providing more available data in the payment journey.
This data exchange can support a payment service provider’s ability to establish between transactions that are genuine, from those that are more likely to be fraudulent. This will subsequently help reduce the likelihood of a genuine payment being stopped incorrectly and increase the number of fraudulent transactions that are identified and prevented.
We have been working with the industry over the last six months to establish the most effective next steps to define one particular type of service: a peer-to-peer API that supports greater data exchange. The proposed service would build on existing Pay.UK API infrastructure to support an exchange of certain specified data points between PSPs before a payment transaction is made.
Industry call for input
We are requesting the input of PSPs in-scope of SD20 from across the industry to gather formalised views on certain key aspects of the future service, particularly those that will have an impact on design and delivery. This further input from industry on specific concepts will shape how we proceed.
