As we work to deliver further benefits for our users through our products and services by effectively adapting to an evolving payments landscape, we continue to invest in industry insight to help us make decisions, set objectives, and inform our current and future work. To this end, we engage in frequent, open dialogue with a variety of stakeholders at both strategic and operational levels.
Comprising working groups and forums, these meetings provide the wider payments community with the opportunity to be part of, inform, and challenge us on the work we do.

Industry Delivery
Body
The Industry Delivery Body (IDB) is a senior-level group of 12 industry representatives and three Pay.UK executives. Established to support the desired outcomes of the National Payments Vision, the IDB provides a forum for industry collaboration to support and oversee the delivery of change to the UK interbank payments infrastructure. The IDB reports into the Pay.UK Board, to which it has the authority to escalate matters and provide recommendations, and considers topics that include scope, solution, procurement, commercial viability, and implementation.
Participant Engagement Forum
The Participant Engagement Forum (PEF) continues to receive regular updates regarding operational matters such as finance, risk, technology, payments and business development. Meetings are held quarterly and membership includes direct customers of Bacs, Faster Payments and the Image Clearing System. The Participant Engagement Forum provides direct participants with the opportunity to provide feedback at a senior level.
CIO / CTO
Forum
The CIO/CTO Forum brings together technical leaders from our participant group to assess the feasibility, resilience and delivery implications of proposed solutions. It provides a space to scrutinise system architecture, scalability and operational complexity, and to evaluate how solutions would be implemented across Participants. The forum develops a robust technical evidence base that informs wider decision-making.

The Commercial Sub-Group (CSG) is a sub-group of the IDB and focuses on the commercial and contractual aspects of proposed solutions, considering how costs, funding models and risk allocation would work across the industry. It evaluates the impact on participants, identifies potential barriers to adoption, and supports the development of viable commercial approaches. Its outputs help inform trade-offs and ensure solutions are sustainable and deliver value.
Payments Industry Resilience Forum
The Payments Industry Resilience Forum (PIRF) is dedicated to strengthening industry resilience and operational readiness. It supports Pay.UK in developing response plans and scenario playbooks, supports testing and activation approaches, and ensures participants and thw wider ecosystem are prepared to respond effectively to major incidents. The forum plays a key role in building confidence that the industry can maintain critical payment services during disruptions.
