Executive team

Our Executive team oversee the safe and secure running of the UK’s payment infrastructure, ensuring that the systems and services we operate continue to meet the needs of the millions of individuals and businesses which rely on them each and every day.

Our Executive Management team consists of:

David joined Pay.UK in July 2021. David has a strong and successful track record delivering high profile projects both in the UK and internationally, and leading organisations through periods of transformational change. Most recently he delivered a transformation strategy at the Government’s Test, Trace and Containment operation where he was Chief Operating Officer, responsible for overseeing the end-to-end process to improve overall delivery across the UK. David was COO at esure leading the business through major transformational change prior to its sale. He has also held senior roles at RSA Insurance, including CEO, Greater China.

Matthew was appointed Chief Strategy Officer, Deputy Chief Executive Officer, in July 2021. Matthew was interim CEO from November 2020 to July 2021. He joined the organisation as Chief Operating Officer in April 2018. Matthew previously worked at the Bank of England from 2006, covering a variety of operational and payments leadership roles, most recently as COO for the Monetary Policy area. During his time at the Bank, Matthew was Head of Customer Banking Division with responsibility for banking, securities and gold custody services provided to the UK Government and other central banks. He also performed senior management roles, including running the RTGS payment system and banknote distribution. Prior to working at the Bank, Matthew was a business manager for UBS Investment Bank and a consultant with Accenture.

Dougie has over 35 years’ banking experience having started with Clydesdale Bank in 1985 and has enjoyed a varied career path encompassing branch banking, sales and service support, relationship management, programme management and payments.

As Head of Payments at Virgin Money, Dougie was responsible for all payments functions across the wider group, incorporating Clydesdale Bank, Yorkshire Bank and Virgin Money, and the strategic integration of the various teams and functions into a single business.

A Fellow of the Chartered Banker Institute and an Associate of the Chartered Management Institute, Dougie has also served as a Pension Scheme Trustee and a Trustee Director of the Bank Workers Charity.

As Chief Payments Officer at Pay.UK, Dougie will be responsible for ensuring that our payments processing and services remain robust and resilient, while driving his passion for people development to build and enhance the skills of his colleagues.

Heather has worked in financial services for over 20 years. Most recently she was Chief Operating Officer and Advisor to the CEO at a fintech start-up where she designed the customer and banking operations functions. Prior to that she worked at the Bank of England (and Financial Services Authority before that) in numerous roles including Chief Operating Officer for the PRA, Head of Regulatory Transactions and Chief of Staff to the CEO during the transition to the new regulatory bodies. Heather is also a non-executive member of the Group Audit Committee for the Law Society

Tim is an accomplished, results-focused executive with a background of more than 25 years’ experience in blue-chip financial services. Most recently Tim was general manager of the Cheque and Credit Clearing Company, which included the rollout of the Image Clearing System. Before that he was the Chief Operating Officer of CHAPS Co, the UK high-value payment system that processes c.£330bn per day, where he managed the organisation’s transition to the Bank of England, subsequently leading CHAPS there and operating closely with their Financial Market Infrastructure Directorate, as well as with the Bank’s Real-Time Gross Settlement System.

Tim has led specialist units through to large global teams of c.5,000 people, scaling up many enterprise services – including technology, transformation, change, risk, assurance and operations, in addition to significant commercial and business management C-level roles including as CIO, COO and CRO – in a number of organisations including the Lloyds Banking Group and Deutsche Bank.

Helen previously worked at Network Rail, where she was Director, Risk and Internal Audit. Prior to that she was Head of Group Risk, where she led on the design and implementation of their Enterprise Risk Management and Business Continuity Management frameworks. Helen has over 25 years’ experience in both risk and assurance roles encompassing information assurance and information security, and implementation of ISO 27001 and ISO 22301. Helen is also a board member of the Institute of Risk Management.

Michael is an experienced commercial finance professional and has worked in payments for 15 years.  A chartered accountant, he was most recently Chief Financial Officer at Vocalink during its acquisition by Mastercard and subsequent integration.  Michael has broad experience within finance, including in the fields of: strategy, mergers and acquisitions, finance transformation, planning, financial reporting, tax, and treasury. Prior to working in payments Michael gained experience in professional practice, logistics and chemicals sectors.

Kate has worked in financial services for over 20 years. Through a number of diverse roles in marketing, product development, technology and payments, the common thread for Kate is the delivery of great customer journeys and solutions. Kate has a strong focus on innovation, driven by consumer demand and global market movements. Kate actively works with fintech companies and this has given her further insight into the types of problems that customers experience and how to go about providing relevant and meaningful solutions. Kate now leads the Strategy team at Pay.UK with the purpose of driving innovation in the payments ecosystem and enabling a vibrant UK economy.

Gerry joined Pay.UK in August 2021. He has a strong background in governance, risk and control having been Head of Internal Audit for Network Rail – the multi-billion pound, UK infrastructure and transport business. He brings experience working with Critical National Infrastructure as well as large scale capital delivery programmes.

Gerry has worked both in the UK and internationally as Associate Director for EY, providing objective assurance and consulting support to organisations, making sure that an appropriate vision, strategy and framework is in place to minimise business risks. He has spent time assessing delivery of the 2012 Olympic Games construction, reviewing financial services firms’ approach to risk and worked with mining organisations in Australia and telecommunications businesses’ in South Africa and Europe.

Gerry is a Chartered Internal Auditor

David has worked in payments for more than 20 years. Since 2004 he has specialised in interbank payments regulation and policy through roles at Bacs Payments Schemes Ltd, VocaLink and the Payment Systems Regulator. David has worked on a range of collaborative payments industry projects including: NewBacs; Faster Payments; the Current Account Switch Service; PayM and the Payments Strategy Forum.

Sherree is an experienced Human Resources professional and a Fellow of the Chartered Institute of Personnel and Development (FCIPD), as well as an active member of the Institute of Leadership and Management (ILM) and Association for Coaching (MAC). With a career spanning over 20 years she has worked for organisations including BASF, PricewaterhouseCoopers and Barclays and has significant UK and international experience. She is an experienced HR Director, specialising in organisational development, and brings a strong focus and passion for talent development to Pay.UK. Sherree also has a strong interest in education and lifelong learning and is a Board member at Keele University.

Toby Sheldon’s career has been rich in terms of supporting businesses, both national and global, to make fundamental changes, including technology, strategy and overall organisational change. He has had successes across different communications projects supporting change management for clients like GSK, Smiths Group, Warner Music and MacMillan Publishing. Alongside his corporate work, Toby has also been responsible for major government projects including the G7 Financial Ministers Conference for HM Treasury and the British Business Embassy for No. 10, which drove over a billion pounds of investment over the course of the London Olympics. Toby’s expertise lies in mobilising both internal and external stakeholder groups around business strategy.

James is responsible for Standards and Architecture and has led the establishment of the Standards Authority at Pay.UK. James is a thought leader on standards and is involved with various forums in the UK and internationally to advance how standardisation meets the evolving needs of industry and end users. He has also worked with the G20 regulators to lead the development of ISO standards for the benefit of both the private and public sector, notably the ISO 17442 Legal Entity Identifier. He was extensively involved in PSD2 and co-chaired the European API Evaluation Group with the support of the European Commission and European Banking Authority. Prior to working in financial services James worked in the consumer goods industry developing e-commerce standards for cross-border trade and international supply chains.
